Most notices fail for one of two reasons. They carry three things at once. Or they are written in a Hindi that is correct and that nobody on the street speaks.
Write the notice in your street's own language, with one thing in it. An assistant drafts fast and often gets the tone wrong; read every line aloud. Put a date and a source on anything about a rule or a deadline. Task A scholarship last date has moved and your street has to know before the week ends.
Weak approach Prints the drafted page as it came, with the scholarship, a ration notice and a camp date all on it.
Stronger approach Reads the draft aloud and changes four lines nobody would say. Keeps only the scholarship. Adds the new date and the page it came from, then records the same words as a voice note.
Why the stronger approach works Three notices on one page get none of them read. Reading aloud is the cheapest test there is, and the date with its source is what makes the notice checkable.
Try a changed situation You are recording a voice note about a new ration card date for people in your street who cannot read. What do you do before you send it?
