Weak approach Marks the official-looking pages Highly Meets and the thin ones Slightly Meets. Saves Fully Meets for a government site. Never uses the lowest level once in fifty.
Stronger approach Writes the two top anchors before rating. Fully Meets: today's times for that route, on the page itself. Highly Meets: that route's times, but from another day or lower down. Then rates fifty, and four fall to the lowest level. Those four do not carry the route at all.
Why the stronger approach works The first rater sorted by how official a page looked. The second can name the line on the page that earned each rating.
Try a changed situation A milk society grades every morning's milk as best, fair or poor, and pays by grade. What do you settle first?
