Round note, 3 September 2026. Items: 10 replies from the water-bill helper, numbered 1 to 10, each answering one real complaint. People: 3. Each person received the same ten by message at 10 in the morning and marked alone. No discussion was allowed until all three sheets were in, at 1 in the afternoon.

Scale used: 3 levels. Settles, Half settles, Does not settle. The written anchors from the guideline were sent with the items, unchanged.

Spread: all three marks matched on 7 of 10 items. Item 7 differed by one level. Items 5 and 9 carried all three levels, from Does not settle to Settles. Agreement with chance taken out, across the three: 0.59. That figure describes the round and the written scale, not any person on it.

What split them: both 5 and 9 give the right office and its hours, but no complaint number. The old anchor for Settles read: 'the complaint is answered and the person knows what to do next'. One reader took the office and hours as 'what to do next'. Another took the missing number as leaving the complaint open.
बँटवारा कहाँ हुआ: 5 और 9, दोनों जवाब सही दफ़्तर और उसका समय बताते हैं, पर शिकायत नंबर नहीं। ‘निपटाता है’ का पुराना लंगर था: ‘शिकायत का जवाब मिल गया और व्यक्ति जानता है कि आगे क्या करना है’। एक ने दफ़्तर और समय को ही ‘आगे क्या करना है’ मान लिया। दूसरे ने नंबर न होने को शिकायत का खुला रह जाना माना।
Rewritten anchor for Settles: 'the reply gives the next step, the place, and the complaint number.' Its second line: 'If any one of the three is missing, mark Half settles.' The other two anchors were left as they were.

Second round, 5 September 2026: the same ten items, the same three people, marked alone again with the new anchor. Items 5 and 9 closed to one level each. Agreement with chance taken out: 0.79. Item 7 still differs by one level and is the next thing to look at.

Nobody is named in this note, and no sheet is marked as anyone's. The two numbers belong to the round. The second one is the only thing the next round can be compared with.
